The Police Blotter, Mar. 28, 2009

Early Friday morning, Mar. 27, officers stopped a suspiciously dressed man in the 2100 block of Commercial Ave. after receiving several calls that he was walking up the road wearing some type of mask covering his face.

The man was also reported to have metal wrapped around his leg and swinging a sock that appeared to be filled with something. Police identified the man as a 26-year-old Seattle transient and it was discovered that the mask around his head was a women’s padded bra. The sock contained a piece of foam that the man said he had found. Although the man’s behavior was strange, he was not violating any law, but he was asked to stop wearing the so-called “mask.”

Shortly after midnight, an officer saw a car driving over the center line on 12th Street and then turn and speed away when the officer turned around to follow it.  The officer saw the car fail to stop for two stop signs and reach speeds estimated at 50 mph in a 25 mph zone.  The driver of the car then turned the lights off but kept traveling until finally driving up over a sidewalk near 9th Street and F Avenue and stopping with the car’s hood under a tree limb.  When the officer approached the car, the driver said, “You got me. I’m sorry. I’m drunk.”  The driver was identified as a 21-year-old Bellingham man and he volunteered that he had drank “eight or nine beers.”  He performed poorly on filed sobriety tests, was placed under arrest, and then told the officer he also had some marijuana in his pocket.  The officer located the marijuana and seized it as evidence.  A 19-year-old female passenger from Anacortes also showed the effects of drinking alcohol and she was cited and released for underage drinking.  The driver was processed and cited for DUI, reckless driving, and possession of marijuana.

A woman who had walking her dog reported that a pit bull had come off the porch of a house in the 1500 block of 10th Street and chased her and her dog into the street.  Neither the woman nor her dog was hurt.  An officer contacted the offending dog owner who expressed surprise that her dog had left the porch.  The offending dog owner had previously been warned about letting her dog run loose, and she was cited by the Animal Control Officer for her dog running loose in the latest incident.

Witnesses reported a car traveling on R Avenue that had struck the curb numerous times and had almost hit a pedestrian in a crosswalk.  An officer located the car as it was attempting to park in the 400 block of Commercial Avenue.  The officer could smell the strong odor of alcohol on the driver who was identified as a 29 year old Oak Harbor man.  The driver said that he had drank a “few beers,” but that he was already parked.  The driver’s speech was very slurred and he performed poorly on field sobriety tests.  He was placed under arrest for drunk driving and during the processing he told the officer that he shouldn’t have gone “chasing after a girl.”  The man refused to take the breath test, but he was cited for drunk driving and released to a sober relative.

Officers responded to the report of a possible fight at a bar in the 300 block of Commercial Avenue.  Officers learned that the confrontation had been strictly verbal between two men.  One of the involved men said that he did not have any identification, but he claimed he was 21.  The officer was skeptical as the man looked younger, and the man then admitted he was only 18.  As the man was obviously intoxicated, he was taken into custody for underage drinking.  The officer then located a fake ID card on the man showing a false date of birth that indicated he was 21.  The man was cited for MIP and being a minor frequenting a liquor establishment.
